The process by which the government is changing license plates has not been well published since it began, but Thursday was the last day for those with plates that end in 4 to renew them.
If motorists are caught on the highway with such a plate, the fine is 21,000 colons. about $40.
The new plates are supposed to prevent fraud. They also include a window sticker plus special markings on the new plates.
The turnover of old plates for new is being run by the Registro Nacional. But post offices and some banks will make the change, too. The process will take more than a year.
Those with license plates ending in 5 have until Oct. 31 to exchange them.
