Costa Rica dropped five places in the World Bank Doing Business annual survey. But officials are suggesting that the dip to 83rd place was because the bank has changed the methodology.
There is some sense to that argument. In a point total based on 10 categories, Costa Rica earned about the same score as it did last year. Last year’s total was 63.08 for 78th position. This year the score is slightly higher at 63.67.
The World Bank measures the 10 indicators with an eye to efficiency, such as the easy of getting a building permit and how insolvencies are handled and for how long.
