The central government is trying to expedite a bill that would provide a subsidy for property owners who want to build a second home on the same property for family members.
There are property owners in Costa Rica who have done so without making a formal division of their property. The bill would continue this practice and provide financing for those who want to construct a dwelling for persons up to the third degree of kindred.
Up until now, those doing this had limited financing options. In addition, everyone on the property was liable for the actions of all their relatives. The bill, No. 18.877, is supposed to minimize this risk.
The subsidy would come from the Sistema Financiero Nacional para la Vivienda. The bill also covers repair of existing dwellings.
Property owners may decline to make a legal separation of lots for financial reasons or because of the topography of the land.
