In the first eight months of the year, some 44 motorcyclists have been cited for carrying a passenger under 5 years of age, which is against the law.
During the same period the Policía de Tránsito issued 542 citations to drivers who were carrying children under 12 with no or inadequate security seats, police said.
These rules went into effect 18 months ago, and police issued a statement Wednesday reflecting their frustration. They also noted that in the first eight months of the year they issued 3,236 persons tickets for not using seat belts and 1,532 citations for using a cell phone while driving.
Anyone who drives in Costa Rica knows that these numbers hardly reflect the violations on the roadways. Fines can range as high as 207,088 colons.
