Former justice ministers meet on prisons

The justice minister assembled a meeting Monday of former justice ministers to hear their views on prison overcrowding.

A summary said that among them was Elizabeth Odio Benito, who is now designated as a judge for the Interamerican Court of Human Rights. Also there was José Miguel Villalobos Umaña, who as minister under Abel Pacheco, opposed the construction of a new maximum security prison.

The justice minister, Cecilia Sánchez Romero, is facing a political problem with plans to release hundreds of inmates before the end of their sentences. The Ministerio de Justicia y Paz, which runs the prisons, is under court order to reduce the numbers of inmate.

However, the proposals are opposed by some lawmakers and some in the pubic in general.

The discussion ranged from the flagrancy courts to preventative detention, according to a summary provided by the ministry.
