Investigators said that three men were running a protection racket in Pavas and extorting money for taxi drivers.
Judicial agents detained the three men, 19, 20 and 26 Tuesday when they raided three homes.
The Judicial Investigating Organization said that the case began in August . The prime target were the unlicensed taxi drivers of which there are about 100 working in the Pavas area.
The drivers said they had been threatened and received demands to pay 4,000 colons a week to vid threats. Agents said that one taxi drivers was fired on when he did not pay.
Agents said they confiscated firearms during the Tuesday raids.
